Guideline 4.3: Spam

Short answerGuideline 4.3 is Apple's anti-spam rule: (a) no copies of one app under several bundle IDs, (b) no app that is "indistinguishable from what's already widely available". In practice it hits new apps from accounts that ship several at once. We got it 22 times on 11 apps, every one a different utility, each batch decided within 30 seconds. What worked: stop batch-submitting, reply instead of resubmitting, and launch new apps without the paywall.

“Don't submit apps that are indistinguishable from what's already widely available.” Guideline 4.3(b)

What it means

4.3 has two halves. 4.3(a) is about duplicates you make yourself: a separate app per city, team or university that should have been one app with in-app purchases. 4.3(b) is about the store as a whole: an app that adds nothing to a crowded category (Apple names dating, flashlight, sound effects, wallpaper, simple timers and fortune telling). The rejection email does not say which app yours resembles, which file, or which screen.

The rejection we received (twice) was titled "Guidelines 4.3 - Spam and 4.2.6 - App Generation Services" and ended with nine questions. It said: if you agree, change the app before resubmitting; if you disagree, do not resubmit, reply and answer all nine. The App Store Connect status reads 4.3.0 Design: Spam.

What happened to us

On September 26, 2026 we submitted 11 new single-purpose iPhone apps (car maintenance, parking meter, home inventory, grocery prices, pet meds, chore chart, tips, grades, bouldering, running pace, caffeine cutoff) within 15.5 hours. They waited 8.7 to 9.3 days and were all rejected on October 5 between 5:29:32 and 5:30:02 PM Eastern. We replied to all nine questions per app, filed three App Review Board appeals, and also resubmitted the same day, unchanged. That resubmit was the mistake: all 11 came back rejected on October 12, each 167.7 to 167.9 hours after resubmission, inside 27 seconds.

What worked

  • Updates kept passing. In the same weeks, updates to our 8 live apps were approved in about 64 hours, including ones that added the same paywall pattern.
  • The one clean split we found: all 11 rejected apps shipped a paywall (a one-time Pro unlock) in their first build; none of the 8 approved apps had one at first approval. Small sample, but the freemium updates that came later passed every time.
  • Code similarity did not explain it. Our two most alike apps (a golf and a tennis journal, a third of their Swift lines shared) are both live.

If you got Guideline 4.3: do this

  1. Space out new apps: one or two per account per week. Updates can go as fast as you like.
  2. If you think the app complies, reply in App Store Connect and do not resubmit. An unchanged resubmit cost us exactly 7 more days.
  3. Answer all nine questions per app, in plain words, inside the 4,000-character reply box. Do not attach a PDF.
  4. If two of your apps can be described in one sentence, merge them and sell the variants as in-app purchases (Apple says so in 4.3(a)).
  5. Launch a new app without the paywall; add in-app purchases in an update.
  6. Ask for a 30-minute App Review appointment (Meet with Apple) before an appeal goes silent.

Questions

How long does a 4.3 spam rejection take?

Ours took 8.7 to 9.3 days the first time and exactly 7.0 days after an unchanged resubmit. Every review of ours that ran past 5.1 days, except one, ended in 4.3.

Should I resubmit after a 4.3 rejection?

Not unchanged. The email says a resubmission without substantial changes will be rejected again. Ours was, 7 days later.
