Short answerjiff 0.2.38 has 16 features. By default it turns on std, tz-system, tz-fat, tzdb-bundle-platform, tzdb-zoneinfo, tzdb-concatenated, perf-inline; add default-features = false to start from nothing. It needs Rust 1.70 or newer.
